Position Overview
General Accountability
Reporting to the Budget Planning and Procurement Manager, the Asset Management Supervisor is responsible for the implementation and on-going operation of Asset Management best practices and supports the Maintenance Management application using best practices, including optimized decision-making strategies, processes, and tools for all levels of asset stewardship.

Nature and Scope
The Asset Management Supervisor is one of three management positions reporting to the Budget, Planning and Procurement Manager. The other positions are the Financial Planning Manager and the Purchasing and Inventory Control Manager. Reporting to the Asset Management Supervisor are two Asset Management Analysts. These analysts are responsible for the delivery of Maintenance Management and Asset Management practices and supports the knowledge required to deliver this program in support of the goals of the corporation.

The incumbent is expected to work in partnership with all the business units in the City that are directly involved in planning, creating and maintaining civic assets. The asset management program is a key component of the City’s long-term financial plan and these inputs are required to be reviewed on a regular basis.

Additionally, this position will be a liaison to all departments throughout the City to develop the required reporting demands from the various civic departments, ensure departments have access to the maintenance management data to allow them to perform analysis on their operations, train end users on the use of the City Works software and support the development and ongoing maintaining of departmental asset management plans that support the long-term financial plan. Strong organizational, oral, and written communication skills are required as communication is tailored to different audiences and stakeholders.

The position is responsible for the traditional management responsibilities of hiring employees, managing employee performance and development opportunities, and exercising disciplinary action when necessary and dealing with grievances.

Specific Accountabilities
  1. Manages staff resources and at times, consultants to continually improve and facilitate corporate adherence to asset management program.
  2. Works with staff from Civic Operations, Development and Engineering, Corporate Services, including Finance and Information Technology, Communications and other stakeholders to ensure the asset management program provides maximum value to their business area.
  3. Develops work plans and projects in consultation with the above business areas and with various other departments to improve the asset management program to meet evolving needs.
  4. Reviews and improves business processes to ensure adherence to asset management practice.
  5. Retains and manages consultants to assist with project delivery as required.
  6. Develops, maintains and implements asset management policy, framework, and strategy and engages affected City departments in policy and strategy development.
  7. Reviews policy, framework and strategy to ensure it aligns with corporate and Council objectives.
  8. Develops a performance management process to monitor asset and maintenance management program’s performance and adherence to corporate objectives.
  9. Aids in the development and updating of infrastructure asset management plans in consultation with key stakeholders.
  10. Integrates asset management plans with long-term financial plans.
  11. Provides technical advice and prepares reports and recommendations for Senior Leadership Team and City Council.
  12. Delivers customer focused services through high performance teams.
  13. Maintains asset data management strategy, user adherence and program sustainability.
  14. Provides system operation support and training to staff.
  15. Responsible for Business/Technology/Vendor interface and for system governance through inter-departmental team.

Preferred Qualifications
  • Completion of courses in Asset Management, Maintenance Management and Performance Measures
  • Experience working in a Municipal or Government environment.
  • Experience that includes working with diverse teams including engineers, technicians, operations and maintenance staff, planners, accountants, managers, and executives.
Required Experience, Training, Education, Memberships, Etc.
  • University degree in Engineering, Business Administration or Project Management.
  • Minimum of 3-5 years previous supervisory experience.
  • Experience in asset management program development and delivery, maintenance management, geographic information system (GIS) application or large scale enterprise resource planning (ERP) software.
  • Demonstrated organizational, oral and written communication skills.
  • Valid Class 5 BC Driver’s License. For new hires, and for those working in designated positions of trust, including those working directly with vulnerable persons, no formal offer of employment will be made until an applicant completes and passes a criminal record check.
