Due to a pending retirement, we are looking for an experienced and energetic individual to join us as our Divisional Manager, Health & Safety.

Employed in a confidential capacity related to occupational health and safety, human resources and labour relations, the successful incumbent ensures that the library uses appropriate health and safety practices and is in compliance with legislation and regulations under Worksafe BC. This position will provide visible leadership and coordination of the day-to-day safety requirements for the organization.

The candidate seeks out ways to develop, maintain, and improve occupational health and safety.
  • Promoting continuous improvement and participating fully as a member of VIRL teams;
  • Establishing professional partnerships, liaising with municipalities, regional districts and other community organizations, vendors and contractors; and,
  • Developing appropriate professional relationships with all levels of VIRL.

You have the following knowledge, skills and abilities:
  • Strong knowledge of occupational health and safety and general knowledge of human resource practices and principles;
  • In-depth working knowledge of Worksafe BC legislation, practices and disability case management;
  • Experience working in a multi-unionized, multi-worksite, public sector environment;
  • Experience in research, analysis and report writing;
  • Proven ability to contribute positively in a team environment;
  • Computer literacy as well as good oral and written communication skills;
  • Ability to work accurately, independently and meet tight deadlines with shifting priorities.

In this position, your duties may include:
  • Provides ongoing advice, support and assistance to senior management in the areas of occupational health and safety;
  • Develops, documents, and monitors occupational health and safety routines and procedures at multiple VIRL worksites;
  • Assists in the coaching, mentoring and the implementation of all HS&E programs;
  • Represents the employer as a subject matter expert on the joint occupational health and safety committee;
  • Responsible for occupational and non-occupational leave and disability case management including WSBC claims and WCAT proceedings;
  • Develops training material for safety programs and identifies related resources;
  • Ensures that Vancouver Island Regional Library is compliant with all regulatory bodies, legislation and standards (including WorkSafe BC);
  • Provides assistance and support in the application of collective agreements;
  • Ensures all pertinent records are compliant, current and maintained;
  • Supports or assists with all workplace safety investigations or violations to determine root cause and corrective actions where necessary;
  • Ensures that all necessary data, reports and statistics are current and available;
  • Prepares for and participates in audits;
  • Ensures the occupational health and safety section of the Inside (Intranet) is relevant and maintained;
  • Communicate, coach and assist all staff to ensure that all safety expectations are understood and met;
  • And of course, other duties as required.

Education and Experience that would make you stand out:
  • Minimum 5 years’ experience in a health and safety leadership role;
  • A degree or certificate in Occupational Health & Safety;
  • Canadian Registered Safety Professional (CRSP) designation considered an asset.

You should also know:
You are required to have a valid BC Driver’s License and a reliable vehicle given that there will be travel to various VIRL Branches or potential VIRL Branch locations. You will also be required to satisfactorily complete a Criminal Record Check (Working with Children & Vulnerable Adults).
