We are currently seeking a Manager of Liquid Waste Planning to join our Engineering Services team. Reporting to the General Manager of Engineering Services, the primary responsibilities of this role include:

  • Overseeing all aspects of liquid waste management planning including identifying community needs, investigating solutions, working with stakeholders and presenting results and recommendations;

  • Taking a lead role in the creation of new CVRD liquid waste and rainwater services in areas supported by the planning process and leading the development of budget requirements to support the creation and ongoing operation of electoral area liquid waste and rainwater planning;

  • Leading electoral area liquid waste capital infrastructure project management including engineering, scheduling, procurement and construction management;

  • Facilitating the resolution of unique, complex and precedent setting issues with stakeholders, recommending the preparation of policies, bylaws and regulations, and acting as the expert professional resource on liquid waste and rainwater management planning and related matters;

  • Building and managing effective relationships with CVRD staff and all external stakeholders; 

  • Hiring, training, mentoring and coaching reporting staff.

  • Diplomatic and tactful with the ability to develop and maintain positive relationships with stakeholders

  • Committed to continuous quality improvement and operational excellence

  • Educated at the post-secondary level with a university degree or technical diploma in civil engineering, environmental engineering or a closely related discipline, supplemented by courses in liquid waste management, project management, business management and public administration

  • Experienced in providing local government engineering or project management services, including experience in liquid waste management and capital project management with a minimum of five years of supervisory experience

  • Experienced in sustainability or environmental management planning

  • A member, or eligible for membership as a professional engineer with the Association of Professional Engineers and Geo Scientists of BC or registered, or eligibility for registration, as an applied science technologist (AScT) with the ASTTBC. 

  • An advanced user of Microsoft Office Suite, with emphasis on presentations and word processing. Strong utilization skills with Adobe Acrobat, Explorer, web utilization skills and SharePoint applications
