Assistant Manager of Bylaw & Licensing Services

The City of Maple Ridge is a growing and vibrant municipality that is seeking a experienced Assistant Manager to assist the Manager of Bylaws & Licensing .The Assistant Manager of Licences & Bylaws Services is responsible for assisting the Manager of Licences & Bylaws in the overall management and operation of the department, which includes Business Licences, Bylaw Enforcement and Animal Control. In addition, the Assistant Manager is responsible for the equitable bylaw compliance throughout the community. Performance is evaluated by the Manager of Licences & Bylaws in terms of effective departmental management, attainment of objectives, and standard of professional conduct.
Your key responsibilities are: 
  • Assists in directing the Business Licences function which includes evaluation of license applications for conformance with applicable bylaws; inspection of premises; issuance of licenses; and enforcement of the Business Licences Bylaw for nonconforming operations.
  • Assists in directing the bylaw compliance function which includes investigations of violations, remedial and enforcement actions, review and amendment of existing bylaws and, introduction of new bylaws to address new issues in the community.
  • Assists in directing the animal control and animal shelter function which includes the collection of dog license fees, liaison with the SPCA relating to shelter operations, enforcement of the animal control bylaw and, administration of the large animal services contract.
  • Oversees regulatory and administrative work involving achieving public compliance with property use and licensing bylaws and mediating other related civil issues; resolve enforcement issues, disputes and public complaints.
  • Investigates and resolves property misuse complaints and mediates in neighbourhood disputes and Licensing complaints.
  • Interprets and provides advice regarding property use, Llcensing and other bylaw requirements as well as gathers evidence and gives testimony in court proceeding
  • Maintain positive and collaborative relationships with the community, key industry stakeholders and internal departments
  • Assists in planning and coordinating the Department's annual work program and budget, and assists in the development of long term corporate plans.
 ​​​​​​A little bit about you and requirements for this position:
  • Thorough knowledge of City Bylaws and associated regulations, policies and procedures, together with a good knowledge of courtroom and prosecution procedures.
  • Thorough knowledge of the Local Government Act and the Community Charter.
  • Thorough knowledge of municipal administration and procedures.
  • Ability to establish and maintain effective working relationships and to deal tactfully, efficiently and effectively with owners, contractors, Government, Police, Fire, Provincial Court and other officials and the general public.
  • Ability to draft bylaws, and contracts and produce concise and complex reports and analyses.
  • Ability to interpret reports and to provide advice and guidance on a variety of regulatory, legislative and administrative matters.
  • Ability to provide leadership in order to motivate and inspire staff.
  • Ability to enforce bylaws and regulations objectively with firmness, tact and discretion.
  • Strong time management and cost containment skills in directing day-to-day operations and managing projects.
  • Ability to recognize, evaluates, make recommendations and assign resources.
  • Considerable knowledge of the fundamentals involved in the preparation of business plans.
  • Strong interpersonal and communication skills demonstrated through the ability to facilitate, mediate, network, research, analyze and resolve issues.
  • Ability to plan, assign, supervise, evaluate work of team members, including the ability to motivate and enable the career development of team members; to set work measurement and productivity standards and to evaluate employee performance.
  • Ability to establish and maintain effective working relationships with internal and external contacts and to represent the department as required.
  • Strong customer service skills and excellent communication skills, both oral and written, which includes preparation of research and statistical reports.
  • Ability to speak effectively to groups and associations and meet and deal effectively with a variety of internal and external groups, associations, officials and representatives.
  • Post secondary degree in a related discipline supplemented by completion of the Level 2 Bylaw Investigative Skills at the Justice Institute of BC or similar program.
  • Minimum of 5-7 years of diversified and progressively more responsibly related work in a supervisory capacity.
