If you are a dynamic professional with a proven combination of management and technical skills, the District of Houston is inviting you to join the District’s Senior Management Team as the Manager of Engineering & Operations. This full time exempt position offers an excellent opportunity for those interested in a rewarding career in local government.
As a key member of the Senior Management Team, you will be responsible for the planning, organization, direction and integration of the District’s public works, utilities and facilities. You will provide expert professional assistance to the CAO in areas of expertise including water, sewer collection, wastewater collection, road, facility and infrastructure maintenance, and asset management. Other responsibilities will include policy development, program planning, fiscal management, administration, and operational direction of the District’s Operations Department. You will be responsible for accomplishing department objectives and goals within guidelines established by the District Council and CAO. You will also oversee development and land use proposals as the Statutory Approving Officer, and ensure that development fulfills the goals and objectives of the District’s Official Community Plan, Development Bylaw, and Subdivision Bylaw.
You can expect to be met with opportunities to apply your expertise in the following areas:
  • Planning, organizing, controlling, integrating and evaluating the work of the Operations Department to ensure that municipal infrastructure, services and operations are provided in an efficient and effective manner;
  • Planning, organizing, directing and evaluating the performance of Department staff, including establishing performance requirements and personal development targets;
  • Provide leadership and works with department staff to develop and retain highly competent, customer service-oriented staff through selection, compensation, training and day-to-day management practices which support the District’s missions and values;
  • Aids in the delivery of the occupational health and safety program;
  • Coordinates the preparation, implementation, and maintenance of the District’s Asset Management Plan and Policies;
  • Coordinate, review and approve the work for municipal construction projects including any contractors so engaged, and solicits advise from consulting engineers for the resolution of difficult problems;
  • Issues Tenders, RFPs and other procurement documents, and recommends contract awards, negotiates contract provisions and coordinates, reviews and approves contractor’s performance;
  • Represents the District in negotiations with other agencies, utilities, groups and individuals on a wide variety of issues pertaining to operations and infrastructure;
  • Develops, recommends, implements and monitors long-term plans, goals and objectives focused on achieving the District’s mission and Council priorities;
  • Directs the development of and monitors the performance against the annual department budget.;
  • Prepares departmental budget for Council approval. Monitors expenditures against the approved budget, working co-dependently with the Finance Department;
  • Determines the availability of grants and other sources of funding, and ensures eligibility, scheduling/timing and implementation requirements are fulfilled;
  • Attends Council and Council Committee Meetings to advise the District Council, CAO, citizen groups, individuals and others on departmental issues;
  • Assists in the preparation of new District bylaws, policies and procedures;
  • Reviews and advises on development plans and permits for work in District rights-of-way;
  • Undertakes related duties and special projects as required.

You will possess the following education, skills and experience:
  • Civil Engineering Technologist Diploma;
  • Demonstrated leadership, management and conflict resolution abilities, particularly in a unionized work environment;
  • Experience in planning and managing the construction of municipal infrastructure, including experience with Tenders, RFPs and quotations process;
  • Demonstrated ability with evaluating, developing and maintaining the effectiveness of staff;
  • Experience in developing, planning, and managing capital and operating budgets;
  • Demonstrated written and verbal communication skills displaying tact, efficiency, and effectiveness;
  • Experience in reviewing construction, development and subdivision applications;
  • Previous experience in developing and implementing an asset management plan is preffered;
  • Previous experience with AutoCAD, ArcGIS, and Microsoft Office, or other related software;
  • Previous experience working for a municipality in a similar role is strongly preferred.
