Responsibilities
PRIMARY PURPOSE
Manages and controls security, disclosure and maintenance of TSML (Transit Police) records; oversees Court Liaison, Police Support, Quality review, CPIC and PRIME sub-units within Transit Police. Conducts critical audits as required and is responsible for work scheduling, and the performance management of the reporting staff.

KEY ACCOUNTABILITIES
  • Manages and controls the security, disclosure and maintenance of Transit Police records and oversees the Exhibits Custodian and Court Liaison, Police Support, Quality review, CPIC and PRIME functions within Transit Police.
  • Prepares departmental goals and objectives and is accountable for the departmental budget. Leads in providing recommendations and strategies in contribution to the divisions' strategic objectives.
  • Develops, implements and manages systems related to quality assurance and control, statistical data and analysis, Canadian Centre of Justice Statistics and CPIC records, workflow and ensures efficient operations utilizing all police data base systems. Ensures that Quality Review Readers work in conjunction with Court Liaison Officers to review Transit Police files in support of investigative excellence. Manages Security Incident Reporting (SIR) files pertaining to TransLink and its subsidiaries.
  • Oversees monitoring and delivery of reports by the Court Liaison staff to Crown Council in accordance with Transit Police policies, procedures and accepted Canadian evidentiary protocols.
  • Oversees the management of Exhibits in Transit Police possession in accordance with policies, procedures and accepted Canadian evidentiary protocols.
  • Manages a team of Police Support Clerks that process violation tickets, fare enforcement Bylaw tickets and a variety of other documents. Liaises with TransLink regarding FIN disputes. Oversees adequate completion of routine administrative duties including audio transcription, scanning, filing, ordering forms, and escorting visitors within the building.
  • Ensures CPIC business processes and procedures are complied with. Verifies and spot checks CPIC entries; security and maintenance of Police records systems, which includes but is not limited to PRIME, CPIC, and Court Records; reviews CPIC audits, reviews and analyses statistics from police reports, arrest documents and records generated by Police Services and other related agencies and implements process improvements and changes where required. Collects and prepares statistical reports for monthly accountability reports.
  • Modifies and, implements existing applications and information systems including PRIME and all current and future inter-related police records systems. Ensures that PRIME and other related systems operate in support of investigative excellence. Attends PRIME and related committee meetings and networks with JPD partners to ensure best practices.
  • Provides expertise and training on various (police record) systems and performs research on best practices. Oversees on-going training and assistance towards usage of the system and ensures adequate resolution of all problems and concerns by overseeing the trouble shooting of the system.
  • Identifies internal and external impacts that result in workload changes, prepares business cases to advocate for adequate resources to avoid workflow backlogs in all areas of responsibility.
  • Manages reporting staff, including recruiting, selection, development, coaching, performance management and all other people practices.

Qualifications
Education and Experience:
  • Completion of degree in Business Administration with additional courses in records management plus six (6) years of progressive experience in Records Management preferably in a unionized police environment or equivalent experience.
Other Requirements:
  • Advanced knowledge of all inter-related police records systems including but not limited to PRIME, Cornet, Justin, Intellibook, Canadian Justice Intelligence Management system (CJIM) and iScreen (non-criminal finger print system)
  • Excellent working knowledge of the Criminal Code, CCJS scoring, Privacy Act and quality assurance review process (Readers) and have the ability to interpret policies to support informed decision making
  • Solid working knowledge of MS office, including Outlook, Word, Excel, Access, PowerPoint
  • Strong interpersonal and communication (both written and verbal) skills
  • Strong problem solving and analytical skills
  • Strong organizational skills
  • Must be able to obtain and maintain enhanced security clearance.

Work Schedule
37.5 hours per week.
