ABOUT THE POSITION
ITA has an exciting opportunity for a leader who has a passion for research interpretation and policy development! The Manager, Policy & Research is responsible for managing the development and implementation of external and internal policies and providing supports to ensure effective project evaluation. This role oversees qualitative research including interpretation and dissemination while working closely with the Manager, Data and Analytics. This permanent position has up to 3 direct reports and will report to the Director, Strategy and Performance. RESPONSIBILITIES/ACCOUNTABILITIES

  • Policy Development and Implementation
    • Plan, develop and implement highly complex external and internal policies and procedures on a diverse range of trades and training subjects
    • Identify, develop, and lead the implementation of ITA’s internal and external policies
    • Manage internal and external policy catalog and publicly publish external policies as required
    • Oversee research and policy option development to inform policy decision-making
    • Work across all levels of the organization including leading internal and external committees
    • Develop and present briefing notes, business cases and materials to support leadership’s decision-making
    • Provide BC’s perspective and input on policy development in the Canadian Council of Directors of Apprenticeships and Research Committee
    • Share and consult with provincial and federal counterparts on BC related policy and research
    • Clarify, interpret, conduct audits of ITA policies and procedures and make recommendations for revisions as required
    • Prepare presentations and attend Board meetings as required 
  • Qualitative Research
    • Conduct varying internal and external qualitative research and ensure accurate interpretation
    • Undertake and oversee qualitative research to benefit ITA’s policy development
    • Oversee research interpretation and disseminate information to leadership and appropriate stakeholders
    • Work with provincial government counterparts and members of BC’s post-secondary institutions in all aspects of the delivery of the Annual Student Outcome Survey including participating in various committees
    • Oversee and collaborate in the development, administration, delivery of interpretation and analysis of external and internal surveys to inform ITA operational and strategic goals
    • Lead the development of ITA’s annual research plan
    • Stay abreast of market and industry trends in research and public policy as it relates to ITA 
  • Stakeholder Relations and Engagement
    • Work with internal and external stakeholders in the delivery of policy and research
    • Manage and oversee the delivery of ITA’s internal policy framework committee comprising of ITA’s executive and senior leadership team
    • Lead and chair committees and working groups ITA senior and executive teams and various stakeholders
    • Oversee and prepare committee agenda, meeting packages, presentations, brief on potential policy decisions and record outcomes
    • Arrange and manage external consultations to inform ITA’s policy and research
    • Negotiate memorandums of understanding, funding agreements and similar funding mechanisms related to policy and research
    • Develop deliverables, negotiate contracts and oversee contractors in the delivery of ITA policy and research
  • Project Evaluation
    • Develop organizational supports to evaluate projects and guide application, implementation and results interpretation
    • Oversee the development and implementation of an ITA project evaluation framework
    • Support leadership and operational teams in the application of project evaluation framework
    • Review completed project evaluations ensuring outcomes and recommendations are reliable and supported 
  • Team Leadership
    • Leads and provides overall direction to the staff, including staff development and training
    • Inspires and hold team members accountable for their contributions to the strategic goals of ITA


EDUCATION/EXPERIENCE

  • An equivalent combination of education and experience will be considered
  • Post-secondary degree in related field or extensive experience in developing, implementing policy and overseeing research
  • 5+ years of leadership/management experience
  • Strong business acumen •
  • Experience in analyzing various types of information and identifying operational direction •
  • Policy development and implementation •
  • Knowledge of BC’s trades training and apprenticeship system is an asset

The Industry Training Authority (ITA) is a crown agency that is responsible for leading and coordinating the skilled trades training and credentialing system for the province. ITA provides strategic leadership, policy support and customer services to help apprentices, employers and industry. ITA sets program standards, maintains credential records and issues the highly regarded Interprovincial Red Seal and B.C. Certificate of Qualifications (C of Q) credentials.

COMPENSATION
Annual Salary Band 6: $89,250 - $115,500
Salary to commensurate with experience. The ITA offers a highly competitive benefits package and perks which include:
