Municipal Bylaw Officer

(Regular, Full-Time Position)

Nature of Position
Under the direct supervision of the Deputy Director of Engineering Services, the incumbent will perform a variety of duties relating to bylaw compliance and enforcement.  These duties will include dealing with bylaw enforcement matters, issuance of tickets under the authority of the Municipal code and representing the District of Kitimat.  This position will liaise with the public, all municipal departments and the R.C.M.P to ensure efficient communication and collaboration in dealing with municipal bylaw enforcement.

Duties and Responsibilities
Under the direction of the Deputy Director of Engineering Services:
  • Plan and coordinate all municipal functions related to bylaw enforcement and compliance with municipal regulations and relevant Provincial and Federal Acts.
  • Receive, investigate and process complaints of alleged municipal bylaw infractions
  • Performs regular patrols of the community
  • Respond to callouts for the purpose of enforcing and investigating possible bylaw infractions
  • Deal with the public in a friendly, professional and proficient manner at all times
  • Perform public educations activities for the prevention of bylaw infractions
  • Liaise with District Departments, the RCMP, Court Registry and Crown Counsel on matters involving the District of Kitimat Municipal Code and infractions and enforcement
  • Liaise and support other bylaw enforcements, including animal control
  • Issue warnings and tickets in accordance with District policies and procedures
  • Liaise with the Finance Department to ensure effective and accurate billing, collection and reporting of tickets and fees
  • Issue tickets for bylaw infractions related to regulations and compliance with municipal bylaws under the Municipal Code
  • Prepare correspondence related to active bylaw files
  • Prepare any necessary court documents and files and/or give evidence in court of bylaw infractions on behalf of the District of Kitimat, including preparation of and/or serving documents
  • Monitor Municipal Code compliance, including winter snow clearing and parking infractions as required
  • Enforce licensing regulations
  • Prepare and maintain records, reports, and information as necessary
  • Work evenings and weekends as scheduled or on call-out
  • Attend meetings are required
  • Provide orientation and training to new or temporary staff as required
  • Prepare and release public communications with the support of the Economic Development Department

Training, Skills and Abilities Required
  • Work independently to provide a service; work cooperatively and productively in a team atmosphere
  • Explain requirements of bylaws, programs, policies and regulations to obtain compliance and liaise with legal counsel
  • Ability to work with people in difficult situations so that bylaws or regulations are applied in an effective and non-confrontational manner
  • The ability to read and comprehend bylaws, regulations, policies and reports
  • Schedule inspections and patrols
  • Compose reports, prosecutions, logs, files, claims and incident reports
  • Keyboarding skills
  • Exercise independent judgement in accomplishing the work and complete all investigations with initiative and diplomacy

Formal Knowledge & Qualifications
  • Completion of Grade 12 or equivalent
  • Minimum BC Justice Institute Bylaw Enforcement and Investigation Program Level 1
  • Proficient in Microsoft Office Suite, including Microsoft Access
  • Experience in enforcement of Municipal Bylaw and/or regulations, and court procedures
  • Conflict resolution to deal with people in difficult situations
  • Legible handwriting
  • Driver’s license, Class 5

Shortlisted candidates may be required to complete a computer skills and math assessment.

Wage Rate: 
Schedule A, Group 7, $35.58 per hour
