Reporting to the Working Foreman Pumps and Controls, this is technical and mechanical hands-on work, of a supervisory role. It is responsible for the direction of a group of skilled and semiskilled subordinates engaged in the inspection, servicing, repair, testing and installation of water meters, control valves, and related equipment. Troubleshoots and performs and/or coordinates the repair of electronic, hydraulic and pneumatic instrumentation for water and wastewater facilities and assets throughout the City. Oversees the water meter reading and inventory program; audits readings; identifies operational and/or software problems and directs appropriate corrective action; liaises with Finance Department to resolve billing issues; maintains inventory of water meters; requisitions meter repairs and replacements within budget limits. The Sub-Foreman will interpret designs, drawings and plans related to meter and control valve application; respond to public inquiries regarding water consumption and meter billings. Performs related work as required.
Qualifications include high school graduation supplemented by a diploma in Industrial Instrumentation and Controls from a recognized technical or an equivalent combination of training and experience such as a Red Seal Certificate in Plumbing with extensive experience in mechanical plumbing applications, plus sound supervisory experience and experience in the instrumentation field and working with meters and control valves. The successful candidate will also have extensive experience working with meters and control valves and sound knowledge of plumbing principles, applications and municipal water distribution systems; the ability to read and interpret plans, blueprints, and diagrams; the ability to plan, assign, supervise, and check the work of crews; and advanced computer proficient in the use of various programs such as MS office, and the ability to understand a Computer Maintenance Management System. A thorough knowledge of the methods, practices, materials, tools, and equipment used in the work and considerable knowledge of the hazards and safety precautions related to the work are also needed. The successful candidate will also have to obtain an E.O.C.P–Water Distribution Level II Certificate once appointed to the position. Driver’s Licence for the Province of British Columbia is required.
