Scope
Reporting to the General Manager of Engineering, the Manager, Design and Construction leads and oversees the delivery of the City of Surrey’s Engineering capital program, envisioned to be $1.5 billion over the next 10 years, including management of the design, tendering, construction and rehabilitation of engineering related infrastructure for the City. In addition, this role provides strategic oversight on major projects within Surrey, such as the SkyTrain expansion, Pattullo Bridge Replacement Project and other Metro Vancouver regional projects. Providing leadership and guidance to the Design and Construction Program Manager, the Survey Manager and a team of highly engaged professionals, the Manager, Design and Construction will be accountable for the successful delivery of projects, while managing the interests of community residents, council, and competing third-party stakeholders, to ensure Surrey achieves its vision of a thriving, green, inclusive city.

Responsibilities
  • Contribute to the City’s goal of serving its residents, businesses, staff and other stakeholders with excellence
  • Provide senior leadership and strategic direction in managing the activities of the Design and Construction Division
  • Prepare and monitor the annual capital program with a budget in the order of $115 million (i.e., roads, bridges, water and sewer mains, pump stations, district energy network, detention ponds and dykes)
  • Lead major projects within Surrey, such as the SkyTrain expansion, Pattullo Bridge Replacement Project and other Metro Vancouver regional projects
  • Build and sustain effective working relationships with stakeholders to optimize services
  • Develop and administer policies, plans and strategies regarding design and construction, while being sensitive to the changing needs of the City and its stakeholders
  • Supervise and coordinate staff to ensure duties are carried out in an effective and client-centred manner that reflects City policies and values
  • Review and approve designs and recommend and implement work in support of the annual capital program
  • Liaise with Engineering Asset Managers in preparing annual capital plan and design reviews
  • Develop, update and review Department policies to reflect the needs, safety, and direction of the City and its stakeholders
  • Introduce project management methodology and tools to elevate the team’s delivery of municipal infrastructure
  • Delegate and coordinate assignments for employees
  • Oversee human resources and labour relations matters related to Design and Construction, including: hiring, promotion, discipline, layoff, termination, performance appraisal, and training and development, in alignment with Human Resources and City practices/policies
  • Perform other related duties as required


Qualifications

  • Bachelor’s Degree in Civil or Municipal Engineering from a recognized university or a Master’s Degree in a related discipline of Engineering, and a minimum of 15 years related experience, including 5 years in a management level, within the public and/or private sector environment working on design and construction of municipal infrastructure; or an equivalent combination of education, training and experience.
  • Currently registered or eligible for registration with the Engineers and Geoscientists of B.C., as a P.Eng. or limited license holder
  • Demonstrated experience with the design and construction of water, sewage, drainage, district energy network and transportation infrastructure
  • Solid understanding of the design and construction process, the Master Municipal Construction Documents (MMCD), and pertinent aspects of contract law
  • Thorough knowledge of Labour and WorkSafeBC regulations; principles and practices of planning, design, construction and maintenance associated with proven professional skills in municipal engineering
  • Demonstrated experience leading and implementing change and complex projects within tight deadlines and with measurable outcomes
  • Experience operating in a dynamic environment of evolving conditions, project models of service delivery and deliverables
  • Demonstrated ability to understand and apply collective agreements with experience operating and/or managing in a unionized environment
  • Demonstrated political and business acumen with an understanding of the challenges and opportunities that municipalities face
  • Demonstrated ability to build collaborative partnerships, strong working relationships and liaise with external agencies (e.g. TransLink, Province of BC, BC Hydro etc.)
  • Demonstrated ability to work with all levels of City stakeholders, who have multiple and sometimes competing priorities
  • Demonstrated experience in municipal construction project management, municipal asset management and managing contracts
