Reporting to the Manager, Engineering Budgets & Administration, the Budget Analyst assists in a variety of accounting operations such as the preparation of operating and capital budgets and financial forecasts; the monitoring and analysis of expenditures and investigation of budgetary variances; the preparation of various financial statements, reports and related materials; the performance of internal audits; and the conducting of various special studies for senior management. In addition, the incumbent is responsible for reviewing and evaluating financial systems and practices, and assisting in designing and implementing new and/or revised systems, as required. Assists in reviewing departmental submissions, consolidating and compiling budgets presentations for senior management and Council review and discussion. Receives, analyzes, compiles and summarizes financial information and data, as required. Analyzes existing and proposed accounting requirements and systems; assists in designing and revising systems, documents, and forms as required; recommends changes in methods and procedures; coordinates the implementation of approved changes as directed. Performs related work as required.
Qualifications include completion of Grade 12 and third year of a recognized accounting program (CPA) and sound related experience; or an equivalent combination of training and experience. Considerable knowledge of accounting principles, practices, procedures, and systems applicable to Municipal accounting and treasury operations. Considerable knowledge of applicable laws, regulations, and statutory requirements governing municipal financial and treasury operations. Sound knowledge of the various departments and their functions. Sound knowledge of computerized data processing operations, software packages and computer tools as related to the work performed. Ability to assist in developing, organizing, maintaining and improving a comprehensive budget and cost control program including computer based financial and related systems. Ability to deal tactfully with all levels of staff and to establish and maintain effective working relationships with a variety of staff.
This is a temporary full time opportunity to June 30, 2021 (with possibility for extension).
