Main Purpose and Function
The Application Systems Specialist is responsible for software configuration, security management, server reliability, availability management activities, coordinating with vendors for software and hardware maintenance and upgrades to complex applications of significant business impact and usage, administrative and technical support for key computer applications, production deployments, and support of business processes.
 
The Application Systems Specialist works closely with vendors, internal City departments, and technical staff on issues involving operating system patch management, database management, business continuity requirements, service level agreements, package deployments, wireless network connectivity, and other activities necessary to maintain and enhance business applications.
 
Key Contacts and Reporting Relationships
Reports to a manager in Applications Development, Technology Services, and works closely with vendors, consultants, other IT staff, and staff in business units where applications are used.
 
Specific Duties/Responsibilities
  • Conducts system testing and integration testing to resolve systems issues and anomalies
  • Conducts regular server software maintenance and patching
  • Configures, tests, and installs new releases of, or enhancements to application systems
  • Conducts ongoing technical audits for IT systems, and tracks and reports anomalies to the team lead for the impacted system(s)
  • Works with IT staff, business staff and contractors to maintain and troubleshoot interactions and integration points between various enterprise systems, databases and other technologies
  • Investigates and resolves data integrity concerns
  • Designs, creates and supports reports for metrics and management needs
  • Designs and develops scripts for interfaces, notifications, and process automation
  • Writes SQL scripts to perform data extractions, queries and basic database updates
  • Analyzes systems configurations and code to assess functionality
  • Recommends procedural and technical changes to improve systems functioning
  • Researches new products and hardware and process changes; evaluates, tests, and documents recommendations
  • Conducts ongoing application configuration and verifies systems configuration
  • Monitors application server system alerts and logs
  • Monitors and tracks status of operationally critical systems
  • Maintains application security and user administration
  • Prepares and maintains detailed system documentation and technical training materials
  • Participates in the secure delivery of PCI systems. Provides support and training to IT staff and business clients
  • Acts as the technical liaison with vendors and business partners
  • Leads implementation of system components of larger projects to implement new products and process changes, including:
    • Task assignment, tracking, and implementation for both IT and internal City staff
    • Determines standards and procedures applicable for tasks
    • Documents tasks and provides updates to the Project Manager
    • Coordinates activities between other IT teams and internal City staff
  • Keeps up‑to‑date with systems infrastructure, programming languages and scripting, operating systems, and database management software
  • Other duties/responsibilities, as assigned

Minimum Position Requirements
  • Completion of a Computer Systems Technologies two-year diploma course at a technical institute plus sound experience in programming; OR an equivalent combination of training and experience
  • 5+ years of proven experience in applications systems support and IT operations for a range of environments and platforms
  • 2+ years of experience in configuration and administration of client/server, commercial of the shelf systems, and web-based applications
  • 2+ years of experience with scripting (e.g. PowerShell) and automation of repeatable processes
  • 2+ years of experience in customer service delivery and client communications related to application administration and security administration
  • 2+ years of experience working with Windows server management, ColdFusion Server Management, IIS and TomCat configuration
  • 2+ years of experience working with the following applications is desirable:
    • ServiceNow, Legal Department systems (Litigation, Worldox, LawBase), TeleStaff Scheduling, OutSystems Productivity Platform, Ungerboeck USI, IVOS, TFS, POSSE, Tempest, Fairfax, AMANDA, Infor/Hansen, and Lagan
  • 2+ years of experience with deployment techniques (TFS, Octopus, CI/CD continuous integration / delivery)
  • 2+ years of experience with information technology concepts for networking, operating systems, security tools and techniques, and authentication (e.g. Kerberos)
  • 2+ years of experience working with and configuring desktop PCs, and knowledge with peripherals such as Point of Sale (POS) devices, scanners, and related equipment
  • 2+ years of experience working with relational databases – Oracle, MS SQL 2016 and above
  • Ability to use SQL programming language to extract data from databases
  • Ability to use reporting software such as SQL Reporting Services, Crystal Reports and MS Access to extract and report data is desirable
  • 2+ years of experience with user interface design, data integration, data extraction, data analysis, and reporting
  • 2+ years of experience using documentation, testing, and trouble-shooting
  • 2+ years of experience with problem definition, requirements definition, analysis and solution techniques applicable to systems and procedures
  • Experience with IaaS Infrastructure as a Service, and experience in DevOps
  • Experience with the software development lifecycle, and common models (Agile, Kanban, iterative, waterfall, etc.) with familiarity in best software practices including source code control, requirements gathering and unit testing
  • Thorough working knowledge of office productivity tools (e.g. Windows, MS Office, MS Project, Visio, etc.), database tools and integrated development environment
  • Strong analytical and problem-solving skills
  • Combination of strong technical and business skills
  • Demonstrated ability to work both independently and as a member of a team
  • Excellent oral, written and presentation skills with ability to communicate to all levels of the organization
  • Ability to manage projects, multiple priorities and respond to requests in a timely manner
  • Ability to establish and maintain effective working relationships both internally and externally with technical and non-technical staff
  • Ability to handle business critical and sensitive information
  • Demonstrated ability to work under pressure, manage multiple priorities and respond to requests in a timely manner
  • Continuous improvement and continuous learning mindset
  • Familiar with: programming in .NET environment, Web Services, and JavaScript
  • Desirable: a Microsoft Certified Professional – Enterprise Administrator certification, or equivalent
