Project Engineer

Tk’emlúps te Secwépemc (TteS) is a fast-growing vibrant organization committed to the development and progress of its Band Members and Community. As such, the TteS invites applications from qualified, highly motivated and dynamic individuals to fill the following position.

PURPOSE OF THE POSITION:
This purpose of this position is to assist in the planning, construction and management of water, sanitary and storm sewer and road systems. As well as assisting with the management of the Water Treatment Plant, Public Works, building operations and maintenance, and business license/building permits, while aiding the P&E functions within the traditional territory of the TteS. This includes assisting and coordinating all efforts of the P&E team.

DUTIES AND RESPONSIBILITIES:
Under the general direction of the P&E Manager, the responsibilities of the Project Engineer will include the following general duties:

Assists in the planning, development and implementation of strategic long and short-term plans and budgets to ensure the appropriate management of the P&E Division within the TteS. (80%)

  • Undertake Engineering studies from the direction of the P&E Manager and ensures that the studies are conducted by a qualified consultant.
  • Project management responsibilities include the coordination and completion of projects on time within budget and within scope. Oversee all aspects of projects including setting deadlines, assigning responsibilities, monitoring and summarizing progress of project. Prepare reports for upper management regarding status of projects.
  • Work directly with clients to ensure deliverables fall within the project scope and budget, and coordinate with other departments to ensure deliverables fall within the application scope and budget.
  • Work to ensure that all proposed developments and projects are undertaken in a professional and planned manner, and that all TteS P&E projects follow the established guidelines, policies and by-laws.
  • Prepare draft reports or by-laws, as directed for P&E Manager review, to implement engineering policy.
  • Review development plans, studies and assesses impacts, ensures conformance to conceptual plans and implementation strategies.
  • Provide information, explains policy and interprets related by-laws to builders, developers, government agencies, consultants and the public and liaisons with various internal and external departments, agencies and groups concerning TteS development policy and land use controls.
  • Analyse technology, resource needs, and market demands, to plan and assess the feasibility of projects.
  • Undertake the planning and construction management of the installation, testing, operation, maintenance, and repair of infrastructure, facilities and equipment.
  • Administer infrastructure planning, construction, and maintenance.
  • Lead the implementation and continuing development of TteS Asset Management systems.
  • Plan, direct, and coordinate survey work with other staff activities.
  • Confer with and report to officials and the public to provide information and solicit support for projects.
  • Perform all duties and responsibilities in accordance with the TteS policies, standards, and procedures.

  • Maintain confidentiality on all matters relating to the affairs of the TteS.

Maintain P&E technical data including (10%)

  • Assist in the implementation of an asset management system at TteS
  • Collect data for infrastructure records.
  • Operation and maintenance manuals.
  • Reporting requirements for projects including reporting to ISC.
  • Liaison and provision of technical information to other TteS departments, band members and other agencies.
  • Co-ordinate with hydro, telephone and gas on band housing and capital projects.
  • Including cost estimates, scheduling for installations.

Prepare and oversee project submissions to ISC for Capital Projects and monitors the progress of these submissions through to approval. (5%)

  • Liaise between TteS departments.
  • Consider efficiencies where appropriate.

All other duties as required to the role (5%)

POSITION QUALIFICATIONS:

  • Completion of a Degree in Civil Engineering is required. Additionally, the ability to register with APEG within the Province of British Columbia within 3 years and 3-5 years’ experience in Civil Engineering in either consulting, construction or government is highly desired.
  • Project Management Professional designation is an asset, and experience in road construction, water and sewer systems is desired.
  • An equivalent combination of Education and Experience may be considered.
  • Must have a current valid Class 5 Driver’s License and own reliable vehicle.


HOURS OF WORK:
Normal day shift – 7 hours per day. Non – normal shifts will be required from time to time.

PAY GRADE:
As per TteS wage grid.
