Senior Planner – Parks

(Maternity Leave Coverage – up to 18 months)

Lead the planning, design, and project management of City of Victoria trails and greenways and specific park, and capital project initiatives.

Lead and implement the trails and greenways program planning initiatives; prepare conceptual and detailed park and greenways plans; assist in development of parks and greenways policy; coordinate land and trail acquisition and tenure initiatives. Maintain parks and greenways database.

Prepare, monitor and lead the development, preparation, implementation of park-specific management plans. Assist in the ongoing implementation and review of the Beacon Hill Park Management Plan.

Lead the planning and design of a variety of assigned park project initiatives and activities, and park capital infrastructure renewal and development projects such as park structures, playgrounds, sports fields, trails and greenways, storm water systems, and other related facilities.

Coordinate multi-disciplinary project teams (environment, turf, horticulture, arboriculture, construction, public works, planning); consult with community and park user groups; oversee the work of staff and contractors on park projects; manage project budgets and timelines; report out on progress to various bodies such as the public, community associations, Parks and Recreation Advisory Committee, Council, and senior staff.

Perform technical landscape design work including collecting information, analyzing data, preparing reports, findings, and recommendations; prepare conceptual and detailed drawings and specifications. Perform computer based design and drafting tasks using AutoCAD, graphic design, and project management software.

Assist the Manager of Park Planning & Design with a variety of externally-based park initiatives including liaising with municipal planning staff on development proposals, assessment of park and greenways acquisition proposals, and site and project planning and design initiatives; review and monitor Master Development Agreements to ensure compliance with park development requirements.

Work with volunteers, community members, park user groups, community based project committees; respond to inquiries from the public, park users, and City staff. Prepare, plan and host community open houses. Maintain regular liaison with municipal crews, contractors, consultants, suppliers, government agencies. Develop maps, brochures, photos, fact sheets for public and City use.

Prepare grant and funding proposals; draft professional service agreements; assist in the development of park policies, strategies and bylaws. Prepare reports for Council on various Park planning initiatives.

Perform related duties where qualified.

Work is assigned and discussed with Supervisor and, generated by the annual work program, applications, departmental programs, and requests from Council and the public.
Work is reviewed regularly by Supervisor, through Department meetings and reports to Advisory Committees.
Issues such as work priorities, policy development, objectives and schedules are taken to supervisor with recommendations.

Organize and prioritize work.
Understand and apply the principles of parks and greenways planning, project management, landscape architecture and natural areas protection.
Working level operation of current City word processing, spreadsheet and computer aided design software.
Read and interpret technical information, architectural drawings and various legislation.
Prepare reports and make presentations.
Facilitate public consultation meetings and workshops.
Establish and maintain effective working relationships.
Represent the City to the public and outside agencies.
Work safely on job sites.

Formal Education, Training and Occupational Certification:
University undergraduate degree in parks and recreation planning, landscape architecture or related program. (4 years)
Eligible for membership in the British Columbia Society of Landscape Architects (BCSLA).
5 years of parks planning experience.
or an equivalent combination of education and experience.

May be requested to substitute in a more senior position.

Work schedule:
Monday – Friday, 35hrs/week
$48.12 per hour, Pay Grade 17
