POSITION SUMMARY
The Payroll Accountant manages and oversees the administration of pay and benefits according to WFN Policy and the Federal Labour Standards. This position oversees the pay transactions for a medium size payroll, prepares the payroll journals and vouchers, reconciles payroll general ledger accounts, and completes bi-weekly, monthly, quarterly and year-end reporting requirements. Administration of Municipal Pension Plan benefits and Group Benefit Plan.

SPECIFIC RESPONSIBILITIES

  • Certifies and reviews all pay transactions for accuracy prior to processing/transmission, and ensures compliance with policies related to payroll requirements under the Income Tax Act, Employment Insurance Act, Canada Pension Act, Group Extended Health Coverage, Medical Insurance, Municipal Pension Plan (MPP), and Registered Pension Plan (RPP)
  • Prepares and ensures accurate bi-weekly pay and benefit general journal entries are posted to the correct general ledger accounts
  • Maintains Medical Services Plans, and Extended Health Benefit Coverage for employee eligibility/enrolment and termination. Act as liaison with the appropriate insurance carriers
  • Maintains Municipal Pension Plan for employee eligibility/enrolment and terminations.
  • Updates and prepares pay and benefit reports, accruals, and pension remittances
  • Reconciles monthly general ledger payroll accounts, and conducts variance analyses
  • Prepares various ad hoc payroll statistical reports for department managers and directors
  • Prepares quarterly remittances and reports for Work Safe BC
  • Reviews quarterly payroll wage accounts for year to date correctness
  • Reconciles T4’s for accuracy and prepares Year End T4’s for distribution
  • Administers MPP, RPP and benefit plans for payroll processing
  • Prepares year end working papers and liaises with external agencies and auditors
  • Working with Accounting Coordinator to refine and develop payroll procedures and process work change methods to ensure the most efficient processing of payroll
  • Initiates the improvement of existing payroll processes, policies and procedures, and reviews, recommends, and implements payroll policies and procedures, as directed by the Accounting Coordinator
  • Oversees the year-end reconciliation and reporting of Pension contributions to the Municipal Pension Plan and the Office of the Superintendent of Financial Institutions (OSFI)
  • Provides guidance to the Payroll Specialist, for payroll processes and compliance to WFN Company Policy and Federal Labour Standards/Canada Labour Code
  • Provides back-up support for the Payroll Specialist as necessary in the performance of the position, as assigned by the Accounting Coordinator
  • Performs other duties and responsibilities as necessary in the performance of the position, and as assigned by the Accounting Coordinator
  • Maintains confidentiality on all matters relating to the affairs of the Westbank First Nation

QUALIFICATIONS

EDUCATION/TRAINING/CERTIFICATION
  • Accounting Diploma
  • At least 3rd level CGA or CMA
  • Completion or near completion of Canadian Payroll Association Certified Payroll Manager (CPM) Certification

EXPERIENCE

  • Minimum five (5) years recent accounting experience in full cycle accounting
  • Minimum three (3) years recent computerized experience in payroll, pension and benefits administration
  • Previous experience with a First Nation Organization preferred


OTHER QUALIFICATIONS, KNOWLEDGE AND SKILLS

  • Strong verbal and written communication skills; particularly inter-personal and customer service skills
  • Ability to effectively liaise with, and establish and maintain effective working relationships with various internal and external stakeholders
  • Ability to work and manage stress situations in an extremely time-sensitive environment
  • Considerable knowledge of the methods, practices and principles used in the preparation, calculation and processing of payroll, including the associated federal rules, regulations and legislation
  • Exercise independent action while working within established guidelines
  • Ability to understand and perform payroll calculations
  • Ability to control and balance records and summaries
  • Sound working knowledge of General Accepted Accounting Principles
  • Highly organized, accurate and attentive to detail
  • Ability to identify and respect confidential information
  • Acceptable Criminal Record and Credit Check
  • Proven advanced level of MS Office (MS Excel & MS Word)
  • Knowledge of Vadim accounting software and UltiPro payroll software is preferred
