Main Purpose & Function
The Assistant Director, Cultural Services (AD) is a senior member of the management team within the Cultural Services Department and a member of senior leadership team within Arts, Culture, and Community Services. Responsibilities include managing and leading the operational, financial and corporate areas of the department, providing coverage support for the Managing Director, Cultural Services (MD), and leading department-wide, long-term, strategic projects and plans that advance the City’s arts and culture policy, priorities, programs and services.
Working collaboratively with the MD, the AD is specifically responsible for operational planning and delivery according to strategic goals, program development, management and implementation; co-ordination and integration of internal and external projects and initiatives; and supervision of a staff team that supports all areas of Cultural Services including Grants and Awards, Public Art, and Cultural Spaces, to ensure program continuity and flexibility to meet emerging needs. The AD is responsible for hiring, termination, coaching, evaluation, professional development, discipline, and representing the Employer in the grievance process. The position supports the MD for the overall efficient and sustainable operations of Cultural Services.
Specific Duties & Responsibilities
- Oversees Grant Program which distributes over $12 million in grants annually, ensuring processes and procedures are followed and that staff are collecting appropriate related data and statistics required by the business.
- Develops and implements strategies, operating and project plans, standard operating procedures, targets and measures for business areas, including operations, facilities, and IT.
- Provides strategic leadership and advice to Cultural Services with the objective of adding value and optimizing operations.
- Responsible for developing and monitoring department budget
- Oversees asset management of the City-owned and city owned and operated facilities.
- Responds to Corporate Reporting requirement, incl. budgets, services plans, corporate plan goals, emergency management, labour management and Occupational Health and Safety, etc.
- Establishes and administers capital and operating budgets and ensures cost efficiencies, return on investment and risk management.
- Oversees annual corporate business plan reporting of performance measures and metrics.
- Analyzes data, identifies trends, evaluates current processes and makes changes necessary to improve or enhance processes.
- Oversees various cultural projects, and collaborates on integrated cross-departmental solutions and initiatives.
- Works strategically with the Director of Operations to maintain knowledge of departmental finances, positions and staff metrics such as attendance and sick time. Uses data for succession planning discussions.
- Provides leadership to, and directly manages professionals including hiring, termination, discipline, performance, and attendance management. Motivates, engages and directs staff, develops goals and identifies training and development needs for and with staff.
- Provides leadership and management on all work involving contractors and consultants, such as reviewing service level agreements for conformance with all applicable standards, cost effectiveness, managing performance and deliverables.
- Represents MD at various Board and/or Committee Meetings, City Council, City Leadership Team as needed, and provides departmental coverage as required.
- Other duties as assigned.
Education and Experience:
- University graduation in Business Administration, Finance, Commerce, Cultural Policy, or other related area is required. A minimum of ten (10) years of related experience, with at least five (5) years in senior management is required. Experience managing in a unionized environment is an asset.
- Relevant, progressive experience working in the arts and culture sector.
- Experience working in a government, non-profit, institutional, or corporate environment at an intermediate or senior level, with increasing responsibility for complex budgets, business strategy and/or project and business planning-related work with demonstrated experience leading and managing staff. Municipal government experience preferable.
- Demonstrated experience working in or with the government, non-profit sector, philanthropic foundation, social enterprise or other voluntary or community organizations on complex social, economic, or other issues.
Knowledge, Skills and Abilities:
- Demonstrated leadership skills and the ability to make decisions and manage staff in a unionized environment with collective agreements.
- Demonstrated ability to effectively manage a wide range of high-profile projects.
- Demonstrated experience and expertise in financial planning, controls and policies and procedures.
- Strong business sense with strategic, conceptual and operational planning capabilities.
- Skilled in conflict resolution and the ability to collaborate with colleagues in ways that is founded in good judgement and supports collaboration, problem solving and planning and to present solutions in clear and compelling terms.
- Superior written communication, verbal communication and presentation skills, as well as a high level of competency in office productivity tools and technology.
- Excellent organisational skills, with the ability to concurrently manage multiple tasks and competing priorities.
- High level of proven project and business planning, business analysis, business case preparation/evaluation.
- Ability to work with and support the City’s Policy Councils/Advisory Board, various levels of government, non-profit organizations and other community stakeholders; and professionally represent the City of Vancouver and Cultural Services.
- Experience proactively advancing reconciliation, decolonization and equity and sustainability in policy development and implementation;
- Demonstrated understanding of the ways in which equity, intersectionality and Indigenous knowledge are fundamental to the advancing the priorities of the new cultural plan;
- Proven record of promoting a respectful and inclusive work and learning environment for staff, partners, stakeholders and community members.
- High degree of integrity and ability to function in a political environment.
