Nestled in the heart of the Okanagan Valley, Summerland is a picturesque community with a population of approximately 11,600 residents. The IT Department Team Lead provides direction and guidance in business applications, IT operations and Geographical Information Systems (“GIS”) that support the District of Summerland. This position will play a key role in developing and implementing a digital strategy for the District, linking technological strategies to the organizational goals and objectives while articulating complex ideas in a language that is understood by both technical and non-technical audiences.

Summerland requires a strong leader to be responsible for the planning, provisioning and overall direction and coordination of the District’s computer, network and telephone services with a holistic view of the organization’s vision, strategy, and processes related to information technology assets. This includes supervising and coordinating staff and contractors, procurement of hardware and software, training staff, maintaining and upgrading existing technologies, and reviewing and developing IT policies, procedures and standard practices.

This position works across District departments in developing system roadmaps and will have experience related to problem definition and analysis in developing strategy, technology assessments, alignment, requirements, specifications and design as well as the development and management of architecture standards, governance and models as required.  The ability to analyze and evaluate various data and information, develop logical solutions and assess the implications of proposed changes is a must.

The role assists with the planning and solution delivery of project teams engaged in the identification of business requirements, design of solutions, acquisition and configuration of applications and hardware to maintain alignment with business cases and stated objectives as well as recommendations and assessments for related capital and operating budgets. A strong knowledge and experience in Project Management and delivery methodologies is required, along with the ability to  prepare reports and presentations and present and facilitate discussion with a variety of audiences.

The ideal candidate will have a bachelor’s degree in computer sciences from a post-secondary institute or an equivalent combination of education and experience and is a continuous learner in the field. The District requires a strategic planner with strong analytical skills and an ongoing passion for information technology and business improvement. A proven ability to maintain effective working relationships with a variety of internal and external stakeholders, and present ideas effectively both verbally and in writing, are key requirements for this role. Several years experience, ideally within a municipal environment, as well as experience overseeing telecommunication systems and computer hardware and software in a networked environment is a must.
