Human Resources Department
Under the general supervision of the Manager of Human Resources, the Talent Specialist is a key member of the Client Services team and is responsible for providing full-cycle recruitment support to assigned client groups.
The Talent Specialist works in partnership with department hiring managers to deliver full-cycle recruitment support to assigned client departments including: receiving vacancy requisitions and consulting with hiring managers to develop strategy, selection criteria, and action plans including active recruitment; preparing and posting staffing competitions; supporting candidate screening; preparing rating guides and interview questions, conducting selection interviews and reference checks, coaching hiring managers on interview techniques to ensure fair, equitable and welcoming hiring process; administering recruitment-related policy and interpreting collective agreement provisions; preparing offer letters and information packages for candidates; providing feedback and coaching; coordinating onboarding of new employees; ensuring required documentation and recruitment records are complete.
The Talent Specialist will also assist managers and HR Advisors with job evaluation; collaborate to identify appropriate options for employee accommodation and return to work plans; participate in recruitment related grievance processes; and be responsible for recruitment related data and metrics. The Talent Specialist is responsible for identifying, developing and leading recruitment related program and process improvements, and may also participate in other special projects or initiatives. The Talent Specialist contributes to the operations and administration of the HR Department, identifying trends and issues; providing back up for duties such as maintaining HRIS records and updating employee data bases, salary tables, position and organization changes; vetting information requests from outside agencies and referring to Advisors for attention as needed.
The Talent Specialist represents the HR Department to other organizations, government agencies, educational institutions and the public including: union representatives, WorkSafeBC, insurance carriers and pension and benefits administrators; other HR organizations.
Perform other related activities.
Diploma in Business Administration specializing in human resources management. Up to 2 years of progressively responsible full-cycle recruitment experience, preferably in a unionized environment. Experience using and HRIS and/or Applicant Tracking System.
Experience with social media recruitment strategies Chartered Professional in Human Resources (CPHR) designation an asset.
