Main Purpose and Function
The Senior Financial Analyst is an integral member of the Long-term Financial Strategy & Planning team; the main functions of this role are:
  • Support the development of the City’s long-term financial plan and strategy
  • Provide policy and financial analytics in support of the development, maintenance and update of corporate financial policies and the property tax policy
  • Coordinate the long-term financial & capital planning process
  • Develop, maintain and update the City’s corporate long-term financial model
  • Make recommendations to senior management on priority corporate and Council initiatives based on financial analytics and application of corporate policies

Key Contacts and Reporting Relationships
Reporting directly to the Senior Manager, Long-term Financial Planning; key contacts include:
  • Internal:  senior management, peers across corporate (e.g. Finance, Business Planning) and service department boards, and affiliated organizations (e.g. Vancouver Economic Commission, EasyPark).
  • External:  peers from the regional and other municipal governments

Specific Duties/Responsibilities
Long-term Financial Planning:
  • Develop, maintain and update the City’s long-term financial model incorporating financial implications from corporate and departmental business plans, Council initiatives, regional governments and external agencies; including scenario analysis taking into consideration macroeconomic and City-specific factors
  • Coordinate and support development of long-term financial and implementation strategies, including the City's 10-year Strategic Outlook and 4-year Capital Plan
  • Support the development of the long-term financial plan and strategy
  • Support the development of city-wide strategies (e.g. Housing Vancouver, Renewable City Strategy) and corporate financial policies through best practice research and policy and financial analysis
  • Track and report on key financial performance indicators

Strategic Decision Support:
  • Make recommendations to senior management on priority corporate and Council initiatives based on financial analytics and application of corporate policies (e.g. affordable housing, childcare, sustainability)
  • Support the development, maintenance and update services strategies and public benefit strategies for community plans and major development projects
  • Determine financial implications for major corporate decisions, including business cases, Council reports, contracts, etc.

Property Taxation:
  • Provide policy and financial analytics to support the development, maintenance and updates of the City’s property tax policy and address priority property tax issues (e.g. tax share, volatility)
  • Provide policy and financial analytics on projects and initiatives that have property tax implications
  • Determine policy and financial implications on legislative changes and liaise with peers from the regional and other local government on taxation and assessment issues

  • Other duties/responsibilities as assigned

Minimum Position Requirements
Education and Experience:
  • A post-graduate degree in Commerce, Business Administration, Economics or Public Administration
  • A professional accounting designation is required
  • Minimum 8 years of (post graduate/designation) experience in financial planning and analysis and policy development within a large organization
  • Experience in the public sector, and familiarity with local government statutory and regulatory requirements and property taxation would be an asset

Knowledge, Skills and Abilities:
  • Strong financial modeling skills
  • Quick learner, ability to gain in depth understanding of City operations and finances
  • Critical thinker, ability to analyze complex situations and determine appropriate courses of action where there is little or no precedent
  • Ability to “connect the dots” and understand and apply broad corporate context in individual tasks
  • Strong verbal and written communications skills, ability to effectively convey complicated financial analytics to non-financial management in the form of reports and/or presentations
  • Ability to build strong relationship and work effectively with diverse stakeholders having differing interests
  • Strong sense of accountability, ability to work independently and take considerable initiative in leading and completing assignments
  • Ability to handle competing priorities and deadlines in a professional manner
  • High level of proficiency with MS Office applications and complex ERP systems
