You probably think of Merritt as being ‘beyond Hope’, the City where you stop for gas and go to the bathroom on the way to Kelowna, Kamloops or Vancouver.  It is possible that you think of Merritt as being freezing cold because you associate it with winter travel over mountain highways and the 2km-high peaks visible from our downtown.  Maybe you see it as another small, interior community on life support as a result of the deteriorating forest industry.  You have likely never visited downtown, fished or swum in our lakes, or hiked our nearby mountains.  Are we far off?

Position Summary:
The Human Resources Manager reports to the Director of Corporate Services and is responsible for development and administration of the human resources and labour relations programs for the City of Merritt.

Specifically, the Human Resources Manager directs and administers all programs, policies and services in the areas of labour and employee relations; collective bargaining; recruitment and orientation of new employees; job descriptions and evaluations; compensation; employee awards and recognition; succession planning, and employee training and development.  The Human Resources Manager will also form part of the communication team, which is responsible for providing clear and ongoing communication to residents regarding City programs, services and other initiatives. 

Qualifications & Experience:
  • Hold the CPHR Designation
  • Minimum of five (5) years’ experience in a human resource or labour relations setting, preferably in a unionized environment with at least two (2) of those years in a leadership role
  • Experience and/or education in communications is an asset
  • Thorough knowledge of WorkSafe BC Regulations, Labour Relations Codes, Human Rights Legislation and Employment Standards Act
  • Sound understanding of human resources policies and practices, including labour relations, policy development and implementation
  • Strong interpersonal and communications skills, both verbal and written
  • Ability to deal effectively with the public, senior staff, and elected officials
  • Ability to work effectively under pressure and with changing priorities and deadlines
  • Demonstrated supervisory experience
  • Valid Drivers’ License - Class 5
