Main Purpose and Function
As a member of the Civic Engagement and Communications team, the Communications Coordinator II – Engineering Major Projects works on a variety of strategic communications projects as assigned by the Communications Manager Engineering and in conjunction with the Deputy General Manager, Engineering Services.
 
The Communications Coordinator II, Major Projects, defines and guides the communications approach for major projects in Engineering, including the Arbutus Greenway, Northeast False Creek and Broadway Subway. This position is responsible for developing and leading a variety of communications plans and initiatives in support of the various projects’ strategic communications objectives. The position works collaboratively with staff in the City’s Civic Engagement and Communications division and with members of the various project teams.
 
This position manages critical issues related to key infrastructure projects that are highly visible, time-sensitive, and carry a high degree of exposure for the City of Vancouver’s operations and reputation.
 
The position has a strong strategic and community relations focus including: developing communications strategies that support successful business outcomes; creating, or supervising the creation of various communications tools to inform the public about key initiatives, their expected impacts and the opportunities for public involvement; liaising with the media on issues and questions related to the key initiatives, and arranging interviews with staff or elected leaders as appropriate; developing, or supervising the development of a wide range of written materials, including news releases, backgrounders, speeches, presentations, social media campaigns and advertisements; and liaising with other government agencies and stakeholders as required.
 
Key Contacts and Reporting Relationships
On a day-to-day basis, the position advises the Deputy GM, GM, senior and departmental managers/leaders, senior staff and other City staff on communications matters related to key infrastructure projects.
 
Specific Duties / Responsibilities
Develops and implements multi-channel communications plans to support major Engineering projects including those outlined in the four-year Capital Plan, and oversees development of a wide variety of publicity and informational materials including advertising, news releases, newsletters, notices, pamphlets and brochures, speeches, video, displays, social media campaigns, etc.; tracks the communications budgets for assigned projects; serves as the primary liaison to the media, coordinates media responses and spokespeople as appropriate, develops backgrounders and fact sheets, and acts as media spokesperson as appropriate or required; leads issues management for projects, directs the development and maintenance of web pages related to key Engineering Services initiatives/infrastructure projects; liaises with related agencies and suppliers/contractors  to ensure effective and timely coordination of information to the public. Other duties/responsibilities as assigned.
 
Minimum Position Requirements
Education and Experience:
Degree in Communications, Public Relations, Journalism or a related discipline and at least five to seven years’ experience in a communications and/or community relations position, or an equivalent combination of training, education and experience.
 
Knowledge, Skills and Abilities:
Considerable experience implementing communications plans on complex and/or controversial topics; experience in managing issues related to initiatives including infrastructure projects and/or crisis communications; experience working on or supporting community consultation exercises on public issues; experience working with and communicating to diverse community groups; considerable experience serving as a media spokesperson on complex or sensitive issues; experience developing and implementing construction management communications plans. Project management training/experience is an asset.
