Performs functions related to planning, development and implementation of departmental projects. Plans, coordinates, assigns and reviews the operational programs for the building services section.
Coordinates, assigns and reviews the work of approximately 25 FTE janitorial staff; ensures schedules, procedures and established performance and safety standards are met. Responsible for full supervision which includes providing direction, coaching, training and guidance to staff. Ensures schedules, procedures and established performance and safety standards are met. Plans, implements and coordinates projects; develops and schedules work plans and coordinates yearly work plans. Organizes and conducts monthly staff meetings; attends trade shows, workshops and seminars.
Plans, prioritizes and monitors the section’s annual work programs; assists in preparing, estimating and tracking annual budgets; authorizes and monitors expenditures; makes recommendations regarding equipment and/or operational changes with related costs and staff resources. Provides excellent and efficient service to both internal and external customers in keeping with the City of Victoria’s service standards. Collaborates in a team environment to deliver operational work programs and capital projects. Makes recommendations regarding new procedures, chemicals and equipment. Prepares and presents program proposals to Managers for information or approval.
Maintains a variety of manual and computerized records such as holiday time, sick leave, work orders and projects; codes delivery slips for payment; requisition materials, equipment and services. Reviews job matters and schedules with outside agencies and City departments. Conducts site inspections at various locations to review work progress. Responds to general inquiries and complaints. Liaises with and provides information to City departments, community associations and outside agencies on project requirements, progress and budgets. Responds to enquiries and requests for service from departments.
Performs related duties where qualified.
Work is performed according to established procedures and schedules or assigned by supervisor. Work is reviewed upon completion. Issues such as major purchases and changes to procedures are discussed with supervisor.
Physical Effort: Lift and move heavy equipment and materials. (rare)
Mental Effort: Deal with complaints and negative comments. (rare)
Visual/Auditory Effort: Focus on a variety of source data and computer for short periods. (occasional)
Work Environment: Office and City owned buildings. Conduct site inspections of crews and premises. (occasional)
KEY SKILLS AND ABILITIES
Organize and prioritize the work of a section. Understand the techniques of building maintenance, repair and janitorial services. Working level operation of current City word processing, spreadsheet and related specialty software. Maintain accurate records and prepare budgets. Supervise and direct section staff. Establish and maintain effective working relationships. Represent the City to the public and outside agencies. Supervise a safety program.
Formal Education, Training and Occupational Certification: High school graduation. Accredited courses in management studies. (1 year) Current and valid Class 5 B.C. Driver's Licence.
Experience: 5 years of related experience in commercial buildings including supervisory experience, or an equivalent combination of education and experience.
May be requested to substitute in a more senior position.
Work schedule: Monday - Friday, 37.5 hours per week $43.61 per hour, Pay Grade 15 Job Code # 4132 This is a CUPE Local 50 Position
