Position Overview
Performs highly skilled technical inspections and regulatory work of a complex nature under the limited supervision of the Chief Building Official. Work involves assisting peers and ensuring compliance with the BC Building Code, the BC Plumbing Code, municipal bylaws, regulations, and standards. The work also involves plan checking, issuing permits, approving or rejecting work inspected, answering technical bylaw questions and inquiries, preparing correspondence and inspection reports, responding to complaints, and advising building tradesmen on procedures and techniques. The work may also involve office coordination of field inspections and related liaison and advisory service to Planning and Development Division staff. The job involves both inside and outside work with considerable driving between locations, walking over rough areas, and exposure to building site hazards. Loss or damage from normal error would not be readily detected or corrected and could cause loss in service, facilities, materials, or manpower. The incumbent is responsible for exercising considerable independence of judgment in evaluating situations and conformity with codes, standards, regulations, and bylaws; work involves protecting the safety of others; and exercising courtesy, tact, diplomacy, and persuasion in frequent contact with members of the public and officials of other agencies and companies that are of a more difficult, sensitive, and specialized nature.

Responsibilities
  1. Examines and checks all buildings and project plans for compliance with provincial and municipal codes, regulations, and bylaws.
  2. Conducts structural inspections of renovations, alterations, and new construction of all buildings to ensure conformance to provincial and municipal codes, regulations, and bylaws.
  3. Investigates and attempts to gain compliance with departmental regulatory bylaws using a variety of enforcement techniques, including discussions, warning notices, letters, municipal tickets, and prosecutions as required.
  4. Issues notice to stop work when condition is warranted.
  5. Co-operates with representatives of federal, provincial, and municipal departments in conducting joint inspections.
  6. Performs plan checking and plumbing inspections during overload periods and as required.
  7. Provides technical assistance and interpretation to owners, contractors, engineers, and architects relative to work.
  8. May be required to give factual information in a court of law regarding building inspections.  
  9. Prepares reports and general correspondence, handles telephone and counter inquiries, and maintains related records.
  10. Performs related work as required.

Requirements
REQUIRED SKILLS, ABILITIES, AND KNOWLEDGE
  1. Thorough knowledge of the BC Building Code and the BC Plumbing Code.
  2. Thorough knowledge of building construction methods and materials.
  3. Thorough knowledge of municipal bylaws and regulations related to all types of buildings.
  4. Ability to identify faulty or substandard material and workmanship through inspections.
  5. Ability to check and interpret plans and specifications of ordinary complexity and to compare them with construction in progress and enforce changes or corrections required with firmness, impartiality, and sound judgment.
  6. Ability to prepare clear, concise reports; perform minor clerical duties; and prepare and present evidence in court as required.
  7. Ability to communicate effectively, orally and in writing.
  8. Ability to use tact, diplomacy, and courtesy when dealing with other staff members, architects, engineers, contractors, and trades people.
  9. Familiar with current energy standards (NECB, ASHRAE, Energy Step Code).
  10. Proficient in basic computer use and technology, including tablets, laptops, and smartphones.
  11. Working knowledge of mathematics, as applied to building construction.

REQUIRED LICENCES, CERTIFICATES, ETC.
  1. Completion of secondary school or equivalent.
  2. Valid BC Driver’s Licence - Class 5.
  3. BC Trade Qualification or interprovincial carpentry ticket and/or graduation from a recognized building technology course.
  4. Level III certification with the Building Officials Association of BC.
