Main Purpose and Function
The Assistant Director, Social Policy and Projects is responsible for oversight of social grants and other strategic initiatives and supports the Managing Director by coordinating efficient, compliant, and sustainable operations of the Department. The Assistant Director acts for the Managing Director and aligns approaches and practices across the Department to best achieve Departmental, Business Unit, City and Council priorities.

The position works with the Department’s teams to lead the capital planning process for the department, develop operating plans, standard operating procedures, and targets and measures, and provides operational leadership and advice with the objective of improving Departmental processes, ensuring compliance with Corporate policies, and optimizing efforts and costs. This position directs the work of the social grants team that allocates approximate $9 million annually to over 100 non-profit organizations in Vancouver, as well as providing oversite of the development of social indicators and other data.

Specific Duties and Responsibilities
  • Leads and coordinates the social grants staff, as well as the Department data team including providing coaching, evaluation, professional development for unionized grant team staff and data team staff
  • Leads and develops best practices related to social grants across the Department, including grants administered by the grants team, to specialized grants administered by other teams with the goal of efficient administration and compliance with operating standards
  • Leads and develops the development of social indicators, data needs, and research across the Department to inform evidence based practice, leads data sharing opportunities across City departments and civic bodies and with community partners
  • Assists the Managing Director in creating agreements with external public bodies
  • Provides oversight of priority initiatives, including those that are city wide in scope requiring cross sectoral cooperation of public and private organizations, and residents
  • Develops standard operating procedures, targets and measures for units across the Department
  • Anticipates and analyzes trends and assesses the impact of emerging trends or upcoming need
  • Assists the Managing Director in developing and implementing the annual work plan and specific project plans for the Department, including monitoring progress
  • Supports effective coordination of resources, monitoring and planning across the Department
  • Works to enhance productivity and ensures compliance of existing regulation, policy and protocol as well as effort and cost optimization across the Department
  • Assists the Managing Director in budgeting and monitoring departmental expenses to ensure cost efficiencies, return on investment and risk management analysis
  • Monitors and develops reporting tools on the attainment of objectives and targets and reports on results
  • Submits written reports to the Managing Director or General Manager;
  • Supports the Managing Director in the timely response to emerging issues and requests for response or information
  • Represents the Department in a leadership capacity on City committees and in cross sectoral initiatives involving the public, private and community based sectors
  • Acts as a representative for the Department and City with local and national media and represents the Managing Director on committees and at public events
  • Other duties/responsibilities as assigned

Qualifications and Experience:
Education and Experience:
  • University graduation with Masters’ preferred or equivalent combination of education and experience. A minimum of ten (10) years of related experience with at least five (5) years in senior management, and experience managing in a unionized environment is an asset.
  • Experience working in a public, corporate, non- profit, or institutional environment at senior level, with increasing responsibility for complex strategies and planning-related work with demonstrated experience leading and managing staff, and budgeting. Demonstrated experience working across sectors involving the public not for profit sector, and private organizations, including philanthropic foundations, social enterprise and other voluntary or community organizations on complex socio-economic or cultural issues.

Knowledge, Skills and Abilities:
  • Demonstrated leadership skills and the ability to make decisions and manage staff in a unionized environment with collective agreements, with good results
  • Current knowledge of socioeconomic trends and issues in Vancouver, nationally and internationally
  • Demonstrated understanding of and experience working with the not for profit sector
  • Demonstrated management experience involving social, economic and/or cultural responsibilities
  • Strong public service orientation and demonstrated understanding of social justice principles including equity and diversity
  • Thorough knowledge of current trends and best practice in areas of responsibility
  • Demonstrated ability to develop relationships and thrive in a collaborative environment
  • Demonstrated record of achieving strategic outcomes in a timely manner
  • Demonstrated level of professionalism and confidentiality with strong ethics
  • Demonstrated experience and knowledge of financial planning, controls and policies and procedures
  • Ability to be innovative and flexible in a rapidly changing environment and be able to manage multiple priorities and projects at the same time
  • Excellent conflict resolution and the ability to collaborate that is based on good judgement and that ability to problem solve
  • Demonstrated business negotiation skills and ability to present solutions in clear and compelling terms
  • Superior written communication, verbal communication and presentation skills
  • Ability to work with and support the City’s Policy Councils/Advisory Board, various levels of government, non-profit organizations and other community stakeholders and professionally represents the City of Vancouver, the Department and ACCS
