With offices located in St John`s Newfoundland, the Eastern Regional Services Board (ERSB) was created by the Province to deliver regional municipal services. The ERSB has a mandate to ensure the efficient delivery of modern waste management services throughout communities in the Eastern Region of Newfoundland and Labrador. Since it began in 2009, ERSB has eliminated more than 90% of the landfills in the Eastern Region and re-directed waste to the Regional Integrated Waste Management Facility located at Robin Hood Bay.  In addition to the integrated waste management facility the ESRB is responsible for managing a number of services delivered to the Eastern Region including curbside/roadside collection of garbage and recyclables, waste recovery facilities, bulk item pick up, and household hazardous waste events.  In addition, the ERSB provides fire and emergency services as well as water and wastewater consulting services. The Job The position of Chief Administrative Officer creates an extraordinary career opportunity for an experienced local government executive. The ESRB is looking for a CAO seasoned in operations. The successful candidate will be responsible for managing, organizing ESRB manpower and resources in support of the Board’s decisions. Key will be the capacity to manage and motivate the organizations 22 FT and 10 PT employees and the Board’s $10 million operating budget.

The CAO will be a natural facilitator; the ideal candidate will be an exceptional listener and communicator with a customer-service orientation. The CAO will need to be a decision maker, a strategic planner and a skilled manager of people.

While apolitical, the CAO will be judicious and tactful, and adept at managing varied and sometimes competing demands. The CAO will bring to the job a comprehensive understanding of waste management operations and financing, the role and authority of a governing board. The CAO will be the senior representative promoter and advocate with officials of the provincial, municipal and private sector.

Education & Training
A masters degree in business administration and/or economics from an accredited university or college with a minimum of 5 years experience .

Annual salary range is from $128,912 to $149,499 with excellent benefits
