Main Purpose and Function
It’s a new era of urban park development for the City of Vancouver and we are looking for a Project Engineer to join the Vancouver Park Board. As part of the Park Development team, this position will be working to promote Park Board's mission to provide, preserve, and advocate for parks and recreation services to benefit all people, communities, and the environment. This position will be based at one of Park Board’s offices in beautiful Stanley Park or the City Hall precinct.

The Project Engineer – Structural works as part of the Infrastructure and Asset Management group and is predominantly responsible for the management and delivery of park capital program for assets such as the seawall, bridges, and marine structures. In this capacity, the Project Engineer will lead the planning, design, community engagement, and implementation of major capital projects. This role is also responsible for overseeing the inspection and condition assessment of structural assets and supporting planning for their renewal and upgrades. The Project Engineer will also support and contribute to the development of design guidelines and specifications for a variety of park structural assets and projects in order to make parks safe, comfortable, and convenient for people of all ages and abilities.

Key Contacts and Reporting Relationships
Reports to Senior Park Engineer. Liaises with other City departments to coordinate the design, development and management of projects.

Duties/Responsibilities
 
  • Manages the planning, design, public engagement and consultation, construction, contract management, and acceptance process of capital park projects
  • Conducts inspection and condition assessment of Park Board’s assets
  • Manages design including technical scope and specifications for construction of the park capital projects program
  • Supports the internal design review process and provides preliminary review of capital park projects
  • Supervises engineering assistants and park development coordinators to develop designs for projects
  • Contributes to the development of design and planning guidelines
  • Prepares and delivers presentations to peers and the public to showcase park capital projects and research
  • Participates in capital and strategic planning and decision making
  • Keeps current on emerging trends and best practices in the planning and design of structural systems
  • Works with Legal Services to review draft agreements to facilitate projects, primarily to clarify tenure or outline terms and conditions for partners and other government bodies working in parks
  • Prepare technical reports, presentations, letters & memos and makes presentations to senior management, the elected Park Board, Council, community organizations and committees
  • Acts as the team lead, in Senior Park Engineer’s absence when requested
  • Other duties/responsibilities as assigned
Minimum Position Requirements
Education and Experience:
 
  • Bachelor's degree in Civil or Structural Engineering
  • A minimum of 4 years of experience related to structural design, construction and project management; or an equivalent combination of training and experience
  • Registration or eligibility for registration as an EIT or professional engineer in British Columbia
  • Experience in inspection and condition assessment of structural systems
  • Experience developing and managing consultant and construction contracts (including scopes of work, requests for proposals and contract execution)
Knowledge, Skills and Abilities:
 
  • Sound knowledge of current structural engineering design principles and methods, particularly related to parks infrastructure
  • Sound knowledge of processes and procedures relating to the planning and design of a variety of structures, including but not limited to, retaining walls, foundations, canopies, bridges and marine structures
  • Demonstrated understanding of the Park Board’s role and mandate
  • Extensive experience with park capital project delivery
  • Working knowledge of relevant design codes, by-laws, best practices, and construction industry standards including Canadian Construction Documents Committee (CCDC) documents
  • Ability to prepare technical presentations and reports on complex design issues
  • Ability to read and interpret complex engineering plans and specifications and perform complex design drafting
  • Strong working knowledge of AutoCAD, Word, Excel, and PowerPoint
  • Proven ability to work independently to produce quality materials and recommendations within tight timeframes, including the ability to plan, organize, set goals and outcomes, accomplish and measure objectives and results
  • Demonstrated skill in establishing and maintaining good working relationships with internal and external stakeholder groups/partners
 
  • Excellent interpersonal skills and patience to deal tactfully with staff, partner agencies, and the public
  • Proven ability to exercise sound judgment and discretion
  • Demonstrated ability to work well in a team environment under tight deadlines
  • Experience working with junior engineering assistants and other technical staff
