Associate Director, Internal Audit & Enterprise Risk Management

The District is seeking qualified candidates for the position of Associate Director, Internal Audit & Enterprise Risk Management. This position reports to the Assistant Secretary Treasurer.

Job Description:
The Associate Director, Internal Audit & Risk Management is responsible for overseeing the district’s integrated internal audit and risk management programs. The role provides independent, objective assurance and consulting internal audit services designed to add value and improve the organization’s operations. It helps the organization accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes.

In addition, the position is responsible for facilitating the implementation of a risk management framework for the organization. The role works with Senior Management, the Board, and key stakeholders to implement the enterprise risk management program designed to identify, measure, mitigate, monitor, and report the key risks that may impact the organization’s ability to achieve its strategic objectives.

This position has one direct staff report, with potential to build additional staffing resources as work merits.

The Associate Director’s key responsibilities include:

  • Performance of audit activities in alignment with modern internal audit practices
  • Responsible for establishing appropriate internal auditing safeguards given the additional risk management facilitation responsibilities;
  • Evaluate the design and effectiveness of internal controls and business processes throughout the organization;
  • Assess compliance with policies, procedures, laws, and regulations;
  • Assess whether adequate controls and practices are in place to safeguard the organization’s assets;
  • Evaluate whether adequate risk mitigation plans are in place for the organization’s key risks;
  • Provide advisory guidance in relation to the organization’s policies, procedures, governance, and internal control systems to contribute to the improvement of operations;
  • Lead and deliver other risk advisory services including Enterprise Risk Management.

Qualifications, Skills and Experience:
  • Professional Accounting Designation (CPA, CA, CGA, CMA) in good standing;
  • 7 to 10 years of experience as an internal auditor in a high-volume, multi-faceted organization;
  • Expert knowledge of audit procedures as well as evaluating, analyzing and testing internal control systems;
  • Risk management experience, including knowledge of risk management governance and controls;
  • Demonstrate a proven ability to independently manage numerous projects simultaneously at various stages of development;
  • Outstanding written and oral communication skills and the ability to communicate at all levels of the organization.
