This is regulatory and inspectional work of a technical nature on an Auxiliary basis involving the inspection of new and existing residential, commercial, and industrial plumbing, sewer and gas installations to ensure compliance to municipal standards, codes, by-laws, and applicable Regulations and Acts. The work involves responsibility for approving or rejecting inspected work. Incumbents of positions in this class exercise considerable independent judgment in making technical decisions and in interpreting applicable regulations to those concerned. Inspects plumbing, hydronic heating, gas, sewer and drainage installations in various stages of completion to ensure compliance with appropriate by-laws, codes, standards and regulations; inspects the fire protection water service from the property line to the main valve station within a building for compliance with applicable regulations. Approves or rejects work inspected; and enforces changes or corrections as required. Provides related technical advice, assistance, interpretation and information to owners, contractors, engineers, and architects. Prepares reports; assists with correspondence; writes objection notices; answers counter and telephone enquiries; and maintains related records. Performs related work as required.
Qualifications include completion of grade 12 and completion of plumbing trade apprenticeship, plus sound experience as a journeyman plumber and gas fitter, or an equivalent combination of training and experience. Thorough knowledge of related plumbing, gas fitting, hydronic heating and sewer-connection codes and standards and by-laws.Thorough knowledge of the methods, practices, materials, tools and equipment used in the plumbing and gas trades. Some knowledge of computer software applicable to the work performed. Ability to understand and interpret building plans and recognize requirements relating to plumbing, gas, sewer installations and drainage installations. Ability to establish and maintain effective working relationships with owners, tradesmen, contractors and others and enforce rules and ordinances with tact and diplomacy. Ability to prepare reports, write objection notices; and maintain records related to work, and to work with minimal supervision. B.C. Certificate of Qualification in Plumbing, Class B Gas Fitter Certificate with Electrical Endorsement, Certificate of Competency as a Gas Inspector (Safety Officer), Cross Connection Control Administrator Certificate and Driver’s License for the Province of British Columbia are required for this position.
