Description:
Our Solid Waste Services Department is seeking a Project Engineer/Assistant Project Engineer who will work as part of a team in the Operations Division managing contracts and projects associated with the operation and maintenance of the regional transfer station system.  Operation of the transfer stations is contracted out to a variety of private and not-for-profit entities and the work will involve the administration of those contracts and infrastructure maintenance and repairs.

You are:  a team player comfortable in dealing with contractors and customers and comfortable both in the field and in the office environment.   You will be a practical person with strong analytical skills that is equally comfortable inspecting solid waste handling equipment in the field and in administering contracts, analyzing data and procuring services in head office.

This role:
Primarily involved in the administration of several large operations contracts related to the operation of the regional transfer station system including contract compliance monitoring, reporting, financial management and safety compliance.  Also performs some project management work for the transfer station system including layout and design for small civil and mechanical projects under $200K; document preparation; specifications; contract administration; budgetary oversight; cost estimates; scheduling; and report writing.  Office and field work will be split approximately 50/50.

Works on contract specifications for new operating contracts related to waste disposal and recycling operations at the transfer stations. May lead small construction and operations projects with well-defined outcomes and acts as a resource to other technical and non-technical staff on operational issues.

Performs field work including facility site inspections, field surveys and construction inspections; provides progress updates highlighting deficiencies and escalating critical issues to more senior staff. Manages and tracks customer complaints related to the operation of the transfer station system. 

Works with technical and non-technical staff and consultants and liaises with internal departments and external contacts including member municipalities, regulatory agencies and the general public; works on multiple simultaneous operations and maintenance projects in various stages of completion.

Researches, analyzes, interprets, and studies technical information.  Makes conclusions and diagnoses problems based on a sound understanding and application of engineering principles.  Ensures quality standards are upheld in field of specialization and establishes project plans based on priorities of the unit or team.

Identifies non-standard conditions and makes recommendations for remedy. Uses judgment to adapt and apply procedures to address and resolve unusual or problem situations. Consults on difficult, complex or highly unusual matters or decisions and provides progress and technical updates to senior staff.

Performs other related duties as required.

To be successful, you have:

Project Engineer:
Bachelor of Engineering or Bachelor of Applied Science degree in a relevant engineering discipline. Completion of a relevant 4-year engineer-in-training program; or an equivalent combination of training and experience.

Membership or eligibility for immediate membership as a registered Professional Engineer (P.Eng.) with the Engineers and Geoscientists of British Columbia.

Assistant Project Engineer:
Bachelor of Engineering or Bachelor of Applied Science degree in a relevant engineering discipline. Some practical technical and/or project management experience; or an equivalent combination of training and experience.

Membership, or eligibility for immediate membership, as an Engineer in Training with the Engineers and Geoscientists of British Columbia. 

Solid waste management experience would be an asset.  Knowledge and understanding of solid waste management principles and the ability to apply these principles to routine and unique situations as well as determine cases requiring the involvement of a more senior engineer.

Ability to collect, analyze and present statistical and technical data (i.e. solid waste system stores some 1M transactions per year on weigh scale hardware). Work with more senior engineers on issues of complexity (i.e. to recommend solutions). 

Ability to resolve problems within established guidelines and procedures, requiring the use of judgment to determine which methods are applicable in any given situation.

Strong verbal and written communication skills, including report writing and presentation skills.
Ability to communicate technical information clearly and concisely. Explains information and persuades others in straightforward situations.

Strong interpersonal skills and ability to build and maintain effective and respectful working relationships; demonstrated ability to work effectively in a team environment and contributes to the achievement of team goals.

Skill in dealing tactfully and sensitively in a variety of situations including contact with the public, member municipalities and government agencies.

Demonstrated ability to organize and prioritize tasks to meet multiple time based deliverables requiring a high level of detail and accuracy; persistent in overcoming obstacles.

Proficiency using Microsoft office programs, including Word, Excel, Outlook, and Project.

Valid B.C. Class 5 Driver’s license.
