Reporting to the Executive Director, Municipal Licensing and Standards, you’ll lead the strategic policy, planning and research functions in the Municipal Licensing and Standards Division through the development of plans and strategies, business intelligence, research activities, special projects and liaison/participation with diverse internal and external stakeholders on corporate policy development.
As Director of the Policy & Strategic Support Section, it will be your role to develop, design and implement functional policies and programs that make major changes in overall business performance based on long-term needs. You will also be counted upon to contribute to the continuous improvement of divisional performance, both through analysis and by developing and implementing sound management practices and procedures.
This mandate calls for considerable experience in managing and motivating a diverse workforce, ensuring teamwork, high standards of work quality and organizational performance, as you’ll be directing all Section activities through a skilled management team, with a focus on promoting continuous learning and innovation. Experienced with financial reporting processes, including budget control, business cases, forecasting and interpreting financial reports, you’re equally prepared to develop, recommend and administer the Section’s annual budget, including the control of expenditures.
Your readiness for this senior role has a solid foundation: extensive management experience in a large public or private sector organization, with specific expertise in policy research, development and implementation, as well as project and issues management, backed by a post-secondary education in a professional discipline pertinent to the job functions, or an equivalent educational and work history.
With your extensive experience in initiating, leading and implementing proactive, progressive change in order to redesign and implement business processes, policies and strategies to facilitate improvements within critical timeframes, you’re well equipped to provide program management staff with the direction, guidance, processes and tools needed to increase efficiencies and improve the effectiveness of services provided by the Section.
A skilled senior decision-maker with a track record of innovation, results-oriented leadership, strategic and lateral thinking, and strong analytical and problem-solving abilities, you’ll lead Division-wide and cross-division projects and special assignments involving multiple functional areas within and beyond the Division, to ensure the implementation of a complete and comprehensive strategy and approach.
Your interpersonal strengths as a communicator at all levels of the organization, adept at developing effective working relationships with all stakeholders, including various political levels and the community, will prove invaluable in the complex environment in which we operate. Just as important for success in this role will be your ability to foster a culture that emphasizes collaboration, transparency, accountability and trust while promoting a strong code of ethics and integrity to support public service excellence.
