Main Purpose and Function
The Utility Program Delivery Senior Project Manager will lead the delivery of a civil infrastructure capital program up to $550M over 8 years.

The successful applicant will be a member of a cross functional, cross disciplinary team working with design and operation groups and multiple internal and external stakeholders. In conjunction with the project team and partners, the applicant will work to develop a delivery strategy and subsequent execution of the strategy to support city-wide goals related to affordability, livability, well-being, sustainability and climate change resilience. Expect that infrastructure packages to be delivered will feature best practices in water management including green infrastructure rainwater interventions within public right-of-way and open spaces, and grey infrastructure, including underground pipes in various materials, sizes and depths, storage and treatment, and incorporate opportunistic surface level transportation and public realm improvements

The successful candidate will report directly to the Manager, Project Delivery Branch and will work in a matrix environment supporting client business units. This position will lead cross functional project teams which will include engineers, engineers in training, superintendents, engineering assistants, and other technical and support roles. The position will also manage third party consultants and contractors.

Specific Duties and Responsibilities
  • Work closely with project and procurement teams to develop and implement effective procurement plans, including strategic review of procurement options required to support implementation
  • Develop and implement work plans, program charter(s), risk management strategies, DARCIs, procurement strategies, schedules and budgets to progress infrastructure projects from initiation to on-time and on-budget completion
  • Oversee the procurement and management of external design consultants and external construction contractors, including the development of design and construction packages
  • Implement and ensure compliance to all Engineering Department standards, guidelines, processes and templates with respect to project and quality management
  • Proactively identify risks and issues, and escalate as appropriate with recommendations to senior managers to allow informed decision making
  • Build, supervise and lead a robust team of engineers, engineering assistants and administrative assistants to deliver on project objectives
  • Present key project information to senior management sponsors, client groups, steering committees
  • Lead the identification and engagement of key internal and external technical stakeholders and continually manage project expectations
  • Exercise leadership abilities and effective communication skills to bring together a variety of diverse internal and external stakeholders and develop strong stakeholder relationships to achieve common results
  • Coordinate, liaise, and negotiate with other divisions and departments on common interests and influence integrated solutions
  • Represent the interests of Engineering Services at meetings with senior managers from other City departments, such as Planning, Parks, Real Estate, Legal Services and Housing, as required
  • Prepare and present technical reports and recommendations to colleagues, senior management and/or political committees
  • Develop, shape, and advance project and quality management standards through a project management framework developed for the Engineering Department and support their practical and consistent application
  • Identify and manage both project specific and program wide opportunities to enhance overall value to the public from the perspectives of scope, quality, schedule, cost, risk, resources, stakeholder expectations and overall public disruption
  • Other duties/responsibilities as assigned

Qualifications
Education and Experience:
  • A Bachelor’s degree or equivalent combination of qualifications and experience in engineering or construction management is required
  • Registration or eligibility to register as an EIT or P.Eng with EGBC is a strong asset
  • Project Management Professional (PMP) designation an asset
  • Familiarity with MMCD and CCDC standards
  • Minimum of 8 years of industry experience in project management with progressively complex civil infrastructure projects with varied delivery models in an urban environment
  • Technical knowledge and experience related to design and construction of green infrastructure/stormwater best management practices, sewer systems and water systems is an asset
  • Demonstrated experience developing and reporting on projects and programs, researching and preparing business cases for various projects and initiatives

Knowledge, Skills and Abilities:
  • Experience in managing teams and diverse stakeholder groups, including internal and external management of design and field personnel
  • Extensive knowledge of civil engineering practices and procedures related to the design, construction and maintenance of transportation and/or underground utility infrastructure
  • Extensive knowledge of project management methodologies, practices, processes and policies and their application
  • Ability to organize, coordinate, and manage projects and project teams crossing multiple divisions, multiple business processes and multiple stakeholder groups
  • Working knowledge to innovate, lead and implement change in the workplace
  • Experience in public consultation and conflict resolution with the ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members
  • Ability to converse with, write reports for and create/deliver presentations to all levels of colleagues and peer groups in ways that support problem solving and planning
  • Ability to manage large workloads, set priorities and multitask effectively
  • Ability to develop and maintain effective working relationships with technical and professional staff, as well as external third parties
  • Ability to manage change and assist others with adapting to change
  • Ability to exercise sound judgment and resolve conflicts arising within the project team or in interactions with others in the most advantageous manner to all parties
  • Demonstrated working knowledge of quality management frameworks such as EGBC’s Organizational Quality Management processes
